KANCHIPURAM FLOOD MITIGATION AND WATER CONSERVATION INITIATIVE

Overview

As part of its commitment to building climate-resilient and sustainable communities, RISE implemented a comprehensive Flood Mitigation and Water Conservation Initiative in Mangadu Municipality and Kanchipuram Block, Tamil Nadu, with support from ZF Hero Chassis Systems Private Limited.

The project was designed to address two critical, interconnected challenges in the region: recurring urban flooding in peri-urban areas and declining groundwater levels in rural agricultural zones. By combining infrastructure restoration with community engagement, the initiative aimed to strengthen water security, improve drainage systems, and enhance long-term environmental sustainability.

Project Highlights

Infrastructure & Intervention Model

• 5 major water infrastructure interventions completed

• 1 stormwater channel restored (Thanthi Channel – 1.7 km stretch)

• 4 water bodies rejuvenated (2 urban tanks,
2 rural irrigation tanks)

• Integrated approach combining flood mitigation and groundwater recharge

• Nature-based solutions, including desilting, bund strengthening, and recharge structures

Coverage & Reach

• Mangadu Municipality (urban flood-prone zone)

• Kanchipuram Block (rural agricultural belt)

• 5 villages covered in rural interventions

• 60+ community members directly engaged through Water User Groups
• 400+ participants mobilised through Water Festival and awareness activities

Key
Impact

• Significant reduction in urban water stagnation and localised flooding

• 22% improvement in stormwater drainage capacity in Thanthi Channel

• Creation of ~16.2 million litres of additional water storage capacity
• Strengthened irrigation potential and groundwater recharge in rural areas

• Improved water availability for farmers, especially during dry periods

• Increased community awareness on water conservation and sustainable practices

• Enhanced participation of women’s groups in water governance
• Strengthened resilience to climate variability and extreme rainfall events

Aligned
With

• Conservation of Natural Resources under CSR Schedule VII

• Sustainable Development Goal 6: Clean Water and Sanitation

• Sustainable Development Goal 11: Sustainable Cities and Communities

• Sustainable Development Goal 13: Climate Action

• State priorities on water conservation and urban flood management

Community & System Strengthening

The initiative emphasised long-term sustainability by building local ownership and institutional capacity. Water User Groups were formed and trained to manage and maintain restored assets, ensuring continued functionality beyond the project lifecycle.
Farmers were trained in sustainable agricultural practices, including organic farming and mulching, linking water conservation efforts with improved livelihoods. Community awareness sessions and a large-scale Water Festival helped reinforce behavioural change around water use and conservation.
The project also demonstrated strong convergence with local governance systems, working closely with district administration, Panchayats, and municipal authorities to ensure alignment with local priorities and long-term maintenance support.

Implementation & Learning

A structured, multi-phase implementation approach ensured timely and high-quality execution of all interventions. The project combined technical rigour with community participation, supported by continuous monitoring, field supervision, and stakeholder engagement.

The flexibility to adapt the project scope to emerging needs—particularly the inclusion of urgent urban flood mitigation works in Mangadu—highlighted the initiative's responsiveness and contextual relevance.

Acknowledgment

We extend our sincere gratitude to ZF Hero Chassis Systems Private Limited for their strategic CSR support and commitment to sustainable development. We also acknowledge the contributions of COODU Trust, local government institutions, and community stakeholders who played a critical role in the successful implementation.

This initiative stands as a strong example of how integrated water management solutions, backed by community ownership and institutional collaboration, can deliver lasting environmental and
socio-economic impact.
